This week, Governor Kathy Hochul touted the latest round of state-sponsored animal shelter capital funding. While doling out millions of dollars to often severely underfunded companion animal facilities is not nothing, it accounts for a nano-sliver of the state budget. Meanwhile, another shelter — this time in Rochester — had to stop taking in animals due to overcrowding.
