The Scoop New York is a website and newsletter covering the movement for a true no-kill New York, from BUF to BK. NYC ACC KILLS, published by TSNY, enumerates and memorializes adoptable cats and dogs who were exterminated by Animal Care Centers of New York City.
The Scoop New York is the only news outlet to consider newsworthy taxpayer-funded cruelty toward homeless companion animals, as well as decades of officials’ deliberate abuse — psychological, physical and financial — of the New Yorkers who care about them.

Headlines from Buffalo to Brooklyn
It’s October 31, 2026. This is The Weekly Poop.
Last week in this space, we reported that since June Animal Care Centers of New York City has omitted from its legally-required monthly data reports “euthanasia” figures for close to half the animals it kills.
The data manipulation came after The Scoop New York reported five consecutive months of increased killings, from January through May, compared to the same period in 2025, the last year of Eric Adams’ tenure.
Though he is ultimately responsible for ACC, Mamdani has demonstrated the limits of his “the buck stops with me” schtick by ignoring every question concerning his kill pound and its extermination surge from the only news outlet to take seriously the non-stop cruelty and abuse that terrorizes animals in the city’s care, as well as the New Yorkers whose cries for mercy the mayor has also decided are not worthy of his attention.
Rewriting reality and victimizing the vulnerable: Maybe the alleged unlikeliest of politico friendships isn’t all that odd?
Such callous indifference is also on-brand for the City Council, where Speaker Julie Menin has not only disregarded all TSNY queries but is actively trolling New Yorkers with her “animal welfare caucus,” chaired by freshman council rep and former state Assembly member Harvey Epstein, which has pointedly refused to address the welfare of the animals presently and always suffering and dying at Mamdani’s high-kill “shelter.”
Among the subjects dodged by Mamdani, Menin and Epstein is the joint City Hall/City Council falsification of a second data set.
Adopted in 2002, Local Law 12 requires DOH to submit monthly reports to the council on the number of healthy animals “euthanized” by ACC. For years, contrary to the ugly reality of this particular terrestrial timeline, DOH has reported that figure as zero. Except when DOH reports no data at all.
According to a TSNY search of city records, since Mamdani’s January ascension DOH has substituted its bogus zeroed-out healthy animal kill count with a memo to the City Council. The body of the memo, copied and pasted each month, explains that since ACC “does not euthanize healthy animals,” the health department, in conjunction with the council, intends to apply for a waiver from the city’s Report and Advisory Board Review Commission, with the apparent goal of bypassing LL 12 altogether.
You read correctly: The Mamdani administration and the City Council think so little of their kill-pound victims that they can’t be bothered to lie once a month about their discretionary exterminations.
Of course, the Report and Advisory Board Review Commission is populated by the council speaker and city bureaucrats hand-picked by the speaker and the mayor. You don’t need Kalshi for the odds on Mamdani and Menin granting that waiver to themselves.
Gobsmacked, are you? Wait’ll you hear the punchline.
If you caught the footnote of the above January memo to Menin from then-acting DOH commissioner Michelle Morse, you may have noticed that, to underpin the pants-afire lie that healthy animals never get the needle, DOH and ACC have literally adopted their own definition of “healthy.” To wit:

Need a minute? Take your time.
Deep, deep breaths. In. Out. In. Out.
According to the Mamdani administration, then, the mayor — via clock-watching ACC lackeys and their morally bankrupt DOH minders — gets to decide who is “healthy.” Based not on science or what normal humans have understood the word to mean since the 15th century, but according to the whims of some of the most hateful, least scrupulous jabronis to ever shit between two rocks.
The kicker: As every ACC watcher knows, the city “shelter” routinely kills animals who are “healthy” by its own redefinition. This applies to every victim ACC offers for adoption but later exterminates, since according to DOH/ACC an animal offered for adoption must meet its “healthy” criteria. Though considered by ACC to be healthy before they are killed, these animals are never reported to the public as such, as mandated by LL 12.
Not that further evidence is required, but the city’s 311 portal is just one of the spots where ACC confirms that neither health nor “health” can save a once or would-be family pet targeted for obliteration. As in, “If the [surrendered by owner] pet cannot be adopted or placed with a New Hope Partner, it may be humanely euthanized.” No shit.
Now, the demented "healthy" loophole didn't start with DOH or ACC. The backstory on that one is deep and dark and will be taken up by TSNY in due time. Nor did Mamdani and Menin dream up the "healthy" data falsification or dirty waiver business. They’re just the latest in the long line of city electeds and bureaucrats to get in on the con.
In that line behind Mamdani and Menin: Allie “I Associate With Lynn Schulman of My Own Free Will” Taylor at the Mayor’s Cubicle of Animal Welfare; Taylor’s (and Schulman’s) buddy Harvey “Having a Dog Must Surely Mean I’m a Decent Person, Right?” Epstein; ACC designated liar Katy “Whooosh” Hansen; and the purportedly independent, supposed corruption-busters at the city Department of Investigation, who like everyone else on this sorry list blew off queries for this story.
Stay tuned. The Scoop New York will have more on the Great and Terrible Mamdani-Menin Surge and Purge as developments dictate.
Here’s the latest New York companion animal news:
You can love companion animals or you can love watching their adoptive families terrorized by the government, but not both.
Following years of false starts, Buffalonians are hoping Mayor Sean Ryan’s plans for a sorely-needed new animal shelter, announced this week, might actually come to fruition.
After adding three veterinarians to its staff, Rochester’s Lollypop Farm says it will resume low-cost spay-neuter services suspended in 2024.
If you want the Zohran Mamdani administration to answer your animal welfare questions, be a credulous know-nothing with a cache of softballs.
Related: The administration that “will always choose transparency” is slow-walking the implementation of a new law meant to improve transparency on the part of city agencies Mamdani controls.

A rabid raccoon was found deceased in a residential area of Oakdale, in Suffolk County.

Finally: Godspeed, Joon and Christina.
